According to Reiman, productivity in large technology projects cannot be measured by the number of meetings or emails. What matters much more are the decisions that have been made, the risks that have been removed and the changes that have made the work move faster.

The next test is scalability. A successful pilot proves little if the solution cannot be replicated in hundreds of cities and thousands of organizations. Reiman points to the spread of internet access to all schools in the Magadan Region as an illustrative example, where distances, connectivity costs and maintenance requirements test whether an infrastructure model is sustainable.

For him, launching a solution is not the only important point. Its life after deployment also matters. It is necessary to understand who will maintain the system five years later, who will pay for its development, and how it will perform under increased load. If a solution works only under ideal conditions, it should not be considered complete infrastructure.

Artificial intelligence occupies a separate place in his view. Reiman is interested not so much in individual applications as in the systemic consequences of AI for networks, security, identification, traffic analysis and user protection. This is particularly visible in phone and digital fraud: artificial intelligence can identify suspicious patterns more quickly while also enabling more convincing fraudulent schemes.

This approach connects to Reiman’s broader professional background. During his government career, he was involved in the development of the telecommunications sector, expanding internet access, modernizing infrastructure and supporting the transition to digital broadcasting.

The central principle of his approach is that a technology project cannot be judged only by its launch. The real result appears when the system operates reliably under normal conditions and remains understandable and maintainable for the people who use it every day.
